Corporate Services aims to provide officers and police staff with the best available resources so that they can do their job effectively and efficiently.
It is a large department and most of its staff is based in the Headquarters building at Cornwall Mount.
The department is headed up by a superintendent and is broken down into three sections, Personnel and Training, Asset and Finance, and Strategic Development and Government. Two of these sections are headed by a chief inspector and the other is headed by a police staff member and they all report to the superintendent.
The department deals with a number of issues that are likely to impact the organisation, this could range from internal health and safety matters to external media pressures. It also covers our firearms licensing, budgets, recruitment and our vehicle fleet. The department develops policies and procedures and ensures our compliance with legislation and Government guidance, including Freedom of Information and Data Protection.
We provide regular reports on our financial performance to the Police Authority through the Police, Fire and Rescue Committee of the local authority. The Police Authority has responsibility for setting the level of funding for the Force. The Chief Constable then has discretion to determine how these funds will be spent across all policing operations.
Corporate Services is made up of a number of departments, and each one has its own manager:
Finance staff oversee and manage our budget. The majority of it is allocated to people costs, namely police officer and police staff salaries.
The Human Resources section manage recruitment and set our terms and conditions of employment. They also produce the standards for diversity compliance.
Learning and Development staff provide learning, training and development for police officers and police staff.
Occupational Health and Welfare offer support services to officers and staff in relation to their health and welfare issues.
The Fleet Management and Procurement section maintain and upkeep our vehicle fleet and source other equipment and services needed by the force.
Facilities Management staff deal with the maintenance and upkeep of the police properties and grounds. This section includes staff from the cleaning and catering services.
This unit provides support to the Force Executive and Senior Management.
Staff from this section oversee the Force Strategic Planning Cycle. They encourage community engagement and organise events such as the Consultation Day. They are also actively involved in self assessment and audits of the force, and host inspections we have from outside bodies.
The Public Information Office deal with all internal and external communications for the force. They deal with local, regional and national press as well as material on the force website, internal communications and all graphic material like image design, posters, leaflets and pictures.
This section handles all the information we hold. They decide what information will be released, who to and how much. Much of the information the police hold can be sensitive and therefore only the correct information can be released to the right people. This section has staff dedicated to information security, Data Protection, Freedom of Information, disclosures of information about the protection of vulnerable people (Part V Disclosure) and management of Business Change Programme.
This unit is focused on maintaining the health and safety of our staff and also anyone else who may be affected by our work activities. By its nature police work can be dangerous and we must make sure our staff are fully prepared and equipped to do the job safely. Health and Safety staff consider all legislative requirements and help prescribe best practice and safe systems of work.
The Performance Management team monitor the facts and statistics on how the force is doing. They compile figures and reports on our performance on all forms of policing. These reports are made available for public scrutiny.
This section administers firearms and explosives licenses. They make sure that any member of the public wishing to obtain a licence meets the strict legal requirements.
